			<content:encoded><![CDATA[<p><span style="font-family:&quot;">On July 1, 2009 the North Carolina Department of Transportation (NCDOT) through its Work Zone Traffic Control Unit (WZTCU) will begin requiring the first of its three proposed certification programs for all persons working inside street or highway rights of way.<span> </span>This certification program is a product of years of movement in this direction by NCDOT and its Industry partners along with the publication of the “Final Rule for Work Zone Safety and Mobility” and the 2009 addition of the Manual on Uniform Traffic Control Devices from the Federal Highway Administration (FHWA).</span></p>
<p class="MsoNormal"><span style="font-family:&quot;"><!--[if !supportEmptyParas]--> <!--[endif]--></span></p>
<p class="MsoNormal"><span style="font-family:&quot;">All persons flagging traffic on streets and highways will be required to be certified by <strong>July 1, 2009.</strong><span> </span>All persons involved in leading the installing of traffic control devices will be required to be certified by <strong>January 1, 2010.<span> </span></strong>All persons involved in supervising and managing work zone installation and safety will be required to be certified by <strong>July 1, 2010. </strong><span> </span></span></p>

			<content:encoded><![CDATA[<p><strong><span style="font-family:&quot;"><!--[if !supportEmptyParas]--></span></strong><span style="font-family:&quot;">In April of 2008 the NCDOT approved the Flagger Certification course and the Flagger Instructor Certification provided by Kellenberger Engineering, Inc.<span> </span>We are proud to offer these first two courses in the NCDOT Work Zone Certification Program to your firm, agency, or company.<span> </span>We will also offer a certification course in the use of Automated Flagger Assistance Devices (AFAD’s) to any certified Flagger.<span> </span></span></p>

<p class="MsoNormal"><span style="font-family:&quot;">Courses can be taught at any location your company requests and can be tailored to meet your company’s needs such as night and weekend classes.<span> </span>The Flagger Certification course requires about one and a half hours of class room and parking lot/shop hands-on training, 2 hours of supervised flagging, and a test with a passing score of 70 or better. <span> </span>After 40 hours of flagging experience the flagger qualifies for certification. </span></p>

<p class="MsoNormal"><span style="font-family:&quot;">The Flagger Instructor Certification Course requires the student to go through the 1 &amp; ½ hour classroom and parking lot/shop hands-on portion of the Flagger Certification Course as a prerequisite.<span> </span>Another hour and a half of classroom instructions follows the Flagger Certification portion of the course.<span> </span>This course can also be tailored to meet your company’s needs.<span> </span><span> </span></span></p>
